Walnut Creek SUD director charged with filing false child abuse report

A board member and director of Walnut Creek’s Special Utility District is now facing a state jail felony charge in violation of the Texas Family Code Section 261.107.

Stephen James Rorai II, 43, of Springtown was arrested Wednesday, April 15 by the Parker County Sheriff’s Office and charged with filing a false report of child abuse/neglect with intent.

According to the probable cause affidavit filed by PCSO investigator Christian Townsend April 15, Rorai allegedly made false statements to Texas CPS claiming child abuse was being depicted in two publicly posted online videos.

Townsend — who is currently assigned to the PCSO Criminal Investigations Division — stated in the affidavit he was contacted by Weatherford Police Detective J. Yarbrough March 3 regarding a CPS report alleging child abuse. Yarbrough said he had spoken with Rorai, who filed the report and submitted videos he claimed depicted sexual abuse.

After reviewing the videos and the CPS report, Townsend stated that one video depicted a woman — later identified as Megan Cable — with some juvenile males. According to the affidavit, the video shows juveniles participating in a game in which one child briefly exposed his buttocks, and another was prompted to make brief, nonexplicit contact as a “penalty” for losing. Townsend later located the original videos — which were publicly posted to Cable’s Facebook page June 2, 2019 — and stated that “there were no sexual acts performed or simulated and there was no penetration depicted or attempted” in the videos.

However, according to the CPS report, Rorai claimed the videos did show sexual acts being performed by Cable — a claim he also made in a recorded call to the CPS hotline that Townsend later subpoenaed. Rorai also said the videos had no audio and depicted one child “fondling the buttocks” of another child, but both of these statements were proven to be false by investigators.

On March 9, Townsend said he interviewed Rorai, who told Townsend he had evidence of Cable forcing children to engage in “child porn.” However, when Rorai showed Townsend the same videos that were previously reviewed by investigators, Townsend said they did not support those allegations.

Townsend reported he also found publicly visible posts on Facebook indicating that Cable, who runs the social media page “Turkey Talk,” and Rorai — who is believed to operate the Parker County Watchdog page — have an ongoing dispute online.

The affidavit states that Rorai used a vulgar term to describe Cable while speaking with a CPS investigator and added that he had “received the videos from a third party trying to provide information about the person he was feuding against.”

According to the affidavit, Townsend said he believed Rorai “did commit the offense of false report” with “the intent to deceive,” and “knowingly made a report under Chapter 261 of the Texas Family Code that was false,” by reporting that he was in possession of a video “depicting a woman sexually assaulting a child against the peace and dignity of the state of Texas.”

In the affidavit, Townsend respectfully requested that an arrest warrant be issued for Rorai, who was arrested by the PCSO the same day the affidavit was filed — April 15. Rorai posted a $10,000 bond and was released from custody the following day.
